Shoutouts wouldn't help you much since you have only 100 Followers. You can of course follow people manually, but I would advise you to use tools, such as FollowLiker or growmyinsta. Both suppliers are on BHW and most people are familiar with these tool so a lot of people can help you out.

You can also do things manually on your phone if you don't have money to spend on a bot.
My bro used to do 800+ follows and 1000+ likes manually every single day per account. It took him about a month to reach 30k or 50k doing this. You can get away with higher limits if you do things manually.
