Should we do backlinks this days ?

These couple months i bulid some wp sites with aged domain ,and put some quality articles with low keywords ration ,links out to authourity site,videos,pictures ,and they did really rank good for the first couple of weeks ,most of them has ranked from page 4 to 2 with no more backlinks .
But for better rank ,i started to build quality backlinks and they also started to move up ,most of they has arrived to page 2 ,so i thinked it working and continued to build more backlinks ,and then the ranking just droped very fast ,almost cannot find it.
I have readed some post and they said no need backlinks these days and just need to update quality blog post ,i also tried some blog with no backlinks ,but the rank seems not good also ,so i think backlink is still matters ,maybe i just get the wrong way to build them.
So here are my questions :
1.As for a new site with aged domain ,when should i start to build backlinks ?
2.How many backlinks should i build one day ? maybe one week ? one month ?
3.Any method to save my WPs ?
4.Looking for a good thread about link building

Yes, link definitely do work and they matter A LOT. There's no question about it...

There is one simple answer to all of your questions:

Mimic what your competition is doing and then do it slightly better.

You are most likely facing a penalty. So you probably didn't. What happened is you:

- built links too fast
- built too many links
- aggressive anchor text
- started linkbuilding too soon in general

Also, people throw around word "quality" a lot and it's very relative. In most cases it's not quality at all.

What do you consider quality?

You absolutely won't get anywhere without backlinks at all. They are a basic of any SEO campaign. And unless you are okay with waiting for X years before you make first few cents from your site, then they are a must.

Also keep in mind that the slower you build the backlinks, the more effective they get. There is some kind of a velocity filter that Google uses. Build only a few backlinks a month and try to focus on quality rather than some low end free backlinks. That will get you much further.

And one more thing. Offsite SEO (Backlinks) won't work without proper onsite SEO. I spend 80-90% of my time screwing with onsite SEO and offsite is the rest.
 
You need to think of your site / blog putting it onto the internet, as putting a plant into soil.

A plant needs water, sunlight, fertilizer etc = your site needs traffic, social presence and off page seo to grow.
 
Backlinks are important but they need to be done correctly. Build links with proper planning and be very careful after you start seeing initial jumps. Check your anchor texts and compare with your competition.
 
Backlinks are still the number #1 factor for ranking websites. There are other factors too but you simply cannot do away with backlnks.
