Hi,
Should i turn on email confirm ?
I had 10 subscriber but have 4 pending subscribers
they may be dont know about email confirm (double opt-in)

Yepp, always. That's the real way to build a good list. If your list is good, you will be accepted in any ESP, without any limitations.

Take care of those 6 subs and forget the other 4.
