Should I stay away from citation/directory services?

I am aware that generally local SEO should be in avoidance of black-hat backlinking services as they sometimes become overused, low quality and are therefore not a smart choice for long term sustainability.

However, I have ran into this citation and directory submission service on bhw which I would like to know more about. Would anybody recommend this for local SEO and are there any reasons for me to keep away from it?

No, don't stay away. I am a service business and need citations for what I do. Otherwise..... no good happens. Pick good citations, be consistent and exact between them all, make sure they are in the right category.
