Should I start now or later?

Im planning on creating a website/blog which will be covering the a certain niche.
Im wondering If i should wait to get my instagram followers so that i can promote myself or should I start the blog already ?
and if so should i use adsense or CPA?
sorry kinda new to this kind of stuff

Start it now. Since you're new, you have a lot to learn and the sooner you figure it all out the better. Whether you should use adsense or CPA depends on the niche and the quality of the site although if you're site is decent, generally CPA will make more money.

thanks for the reply.. i've had loads of experience with blogspots in the past however would you recommend blogspots or actual websites?

If the sole purpose is to blog, then stick to Blogspot. It's simple and easy to use. If there is a possibility of you turning it into a website with a store or anything other than a blog, you need to use something else like Wordpress.

Since im quite new to this which CPA would you recommend for an adult content blog?
 
Personally, I worked in the adult niche for a very short time although I have heard good things about CrakRevenue and TrafficJunky. Either of those should serve you well.
