Should i outsource or jv here? for offline services.

I been offering mobile websites, video testimonials apps and other stuff to offline business but i'm about to scale it up but i don't know if i should hire somebody to cold calling and email because i don't have alot of time. I'm working on other stuff. I was thinking hiring someone off craiglist odesk or something like that and pay them for every deal they close or so or jv with somebody here and split it.

I know if i hire somebody from some freelancer site I'll pay them less but also ill have to train them, and if i JV with somebody off here i think most people here know about this stuff and i wouldn't have to explain alot of what they have to do but also ill loose more money spiting it.

So yah what would you do in this occasion? outsource or JV?
