Should I Learn HTML/CSS Or WordPress

both definitely, html and css aren't even hard, you can easily learn them both in like 2 days.

Without knowing html/css you will have a hard time using Wordpress. They go together like peanut butter and jelly.
 
I would also learn php. It would make your internet marketing tasks much easier.

If you are planning to become a web designer, you would want to learn php in addition to HTML and CSS. But if you are want to build sites and monetize them, wordpress should be more than good enough to get started. You would require around 5 hours to get a working knowledge of wordpress and with that you could build wordpress sites.

wordpress is combination of HTML and CSS. So you should learn HTML and CSS
 
You should learn first HTML and CSS, then WordPress. Without HTML or CSS difficult to work with WordPress.
