Because he lives in singapore, a whole different country than most developed countries. Not saying that singapore is not developed but they have different standards.

I don't think you should ask for permission. Just do it, but be open about it. As someone else noted, the worst that can happen is that they ask you to remove it, *and* you do have loads of examples of big gov sites with the same thing.
Trying to sneak it in on the other hand, is a tacit admission that something wrong is going on, and an invitation to get flogged, flayed and fired.

well technically all most all work is done by soldiers in the military ... maybe not by rank and file gundogs but a soldier of some form... when i was in the military there were soldiers that were priests, rabis, cooks, janitors and landscapers ... not much for fighting or wits on those folks but soldiers non the less
