I think you just need more of a plan.
You have an idea for a program so you need to figure out development costs. Then you need to see if there's a market for it. If so, how will you target that audience? How much will you charge? And so on.
If you start answering these questions, you'll know whether it's worth starting.

I think you would need to work out a plan what would you need to outsource? How many can you invest in general in this project? And after paying for web development and stuff like that you still need to sell your stuff. If you have a plan and you think you can do it, I would say go for it.

I was in a similar position where I wanted to launch a startup but didn't code and didn't have the funds I would need to hire a developer. I decided to learn how to code so that I could do it.
That was 5 years ago, and although I can't even remember much about what the concept was, I can now program to a reasonable standard and have built a wide range of things over the past 5 years.
The moral of the story: everything takes time, and if you don't have the time to learn what you need to learn you better have a good way of finding the money.
I honestly think you should find something that is within your reach. Failing at large projects that take up months is very disheartening. I've wasted a decent amount of time on previous projects that were too ambitious.
Like P Diddy says: "Have a dream, but make sure you can wake up from it as well"

You didn't even start your project and you're asking if you should continue or stop there...
Try to see if there is already a market for your project.
If there is already something like that or near your idea, check codecanyon to see if there is a template which is close to your Saas project idea,
buy it and hire a developer to tweak it to your final idea.
If you didn't find a template for your idea, create a job on Upwork with a symbolic $5 and see which proposals come then.
You can also do the same thing here.
You will then know the required budget and try to build a plan from that...

Having a succesful SAAS product is tough and unless you have both time and money I would look into going a different direction
