There's a well known site in my niche with a linkshare program. The page I was going to place my site on has a large number of broken links where they don't bother to keep up the page. However, the site has a fair bit of authority so I'm at a loose end...

Yes I could show them all the broken links... But considering they don't bother to keep up the page, I'm sure after they remove the dead ones new dead links will crop up soon enough.

Their link page has 75 other domains (including dead ones).

Look forward to your advice :)

A backlink would be OK but i would also check basic SEO metrics of other domains getting a link from this page with regards the age of domain and quality of content on them. Reason is the linkshare program. Google can very easily classify this as "Paid Links Network" if at all they happen to check out manually.

Does the link cost you anything? Do you have to link back? There are a lot of things that you have to keep in mind when getting links. If there are many links than the link is less valueable as the amount of juice that goes to each link decreases. How much text is on the site? Remember, a link without text is not that great. If there is a large number of links but little to no text I would personally stay away from it. Can't tell you anymore without seeing the website in question though.
