thats the stupid thing really, they are definitely all about money (i think greedy probably is a better word), but then they try so hard to 'stop' people from using their service and giving them money!? how many here and elsewhere are legitimate sellers and have had their money locked up or stolen by paypal and subsequently their ebay account locked until they 'correct any problems with their paypal service' when they didnt want to use paypal in the first place! so ridiculous we have to resort to fake ids, fake user accounts, stealth this and that, just to give them money! (/end rant)
The same reason Stalin wanted to setup fixed trials for the Nazi Soldiers, he wanted the people to think they had a fair trial but in reality the higher ups knew they were just going to die. Ebay is a people pleaser, you report someone eventually they get banned. They take precautions to attempt to keep you out if you continuously getting in trouble, switch a few letters on your last name, and sooner or later your gonna win.
