Should I Disavow Low Quality Links

Disavow them at first place if these links are in GSC.

don't use disavow tool until you get a manual penalty in GSC. you would be surprised the amount of shitty links top ranked pages have within the reports in GSC. do you think these top ranked pages, care about the shitty backlinks. i don't know any case that does.
 
If you have any issues with these links, disavow them. Otherwise just ignore it and keep building high quality links.
 
If you find these low-quality links just ignore them if these are not harming your website or you can disavow them from Google Search Console.
 
Keep those links. They won't do harm. Many top websites also have backlinks like this which you can't control and they have almost no effect on your rankings.

G only collects your best links and ignores bad ones.

Otherwise my competitor with over 100k links pointing to vi4gra, p0rn, wont rank for his legit keyword.

Won't contribute to overall link juice
 
Yes, having low-quality links will affect the site. so disavow those links.
