Hello, So I have one article that was published last year and things have changed and that article needs to be updated.

Should I create a new article with an updated version or update the same article?

I have many things to add to the article so I think completely new article will better.

Is it good for SEO? Thanks.

Depending on the specific case, usually updates can be evaluated highly by Google, as you are entering new and fresh data into it. But, if you have many things to add, then it probably won't make sense to just update it, and then the better option would be to write the new one and maybe just link it to the old article.
 
If you update an article and it will differ from the original by more than 40% (don't ask me for source for the percent, is based on what I have noticed myself), it will be automatically readded for crawl and you might lose all your rankings. If you're ranking high, don't risk. If not, go for it, update it as you like.
 
if the article targets the same keyword updating it is the better option (and add "updated january 2022" at the end of the article's title, or eventually right beneath the title but at the end of the title would be my recommendation) as google loves fresh content. And updating your current article is better, SEO-wise, than creating a new article and having to index and rank it all over again. Besides, if the keyword of both articles is the same (even if the content is 100% different) you will run into cannibalization issues (basically, the retarded googlebot will not know which article to rank for that keyword because both articles target the same keyword, so you might end up losing the ranking actually).

If you're going to target a different keyword with the new content it's better to create a new article and title it accordingly (with that keyword in the title), and then link back to this new article (preferably with the exact keyword) in the 1st paragraph of the old article to help indexing it easier, and it will also help the internal linking as well
 
Update thr same article. But do not update multiple times. If it is not ranking after few updates, delete it and add new.
 
Both of the approaches may work so you have to try and see what works for you. First try updating, if it still does not rank add new one.
