Should I create a new site when it’s penalized ?

My site got penalized in 2022. And I guess it’s still penalized. I converted it to Laravel from WP but it wasn’t worth just money wasting because nothing happened. I added some new content for products and disavowed all spam backlinks but barely something happen.
Currently I am only loosing money because I have to pay a lot taxes insurances and stuff here.
I am thinking to sell the site and maybe create a new one in the niche but I am not sure. What would you recommend ?

Following, i'm on the same situation i have a site with great links but it's been penalized since 2022 as well
 
Sell the site and start 3 to 4 in different niches and languages, use expired domain they tend to work better after all these updates

Yes sell the website and start anew.
 
If the site is not improving despite all your efforts, it might be better to sell it and recover some costs. Starting fresh with clean content and SEO can often work out better than fixing a penalised site.
 
I don't think it's still worth it. You can sell it and get the new domain.

Should I get a new IP for hosting or it doesn’t matter ?
 
Start over with an aged domain
You can outsource the kw research to move things faster
 
You can clear everything and start from scratch, to try, if still no signs to recover, then bye bye.
 
Honestly - stop working on it.

Or 301 it to a new domain and "revive" all the content that way. It usually brings at least 30% of the traffic levels back :)
 
If the penalty’s still dragging you down after all that work starting a new site might be the way to go ¯\_(ツ)_/¯ If you can sell the old site for anything, even a little, that’s a bonus.
 
If the penalty persists despite your efforts, selling might be a good option to cut losses. Use the experience to build a new site in the niche, focusing on clean SEO practices from the start.

Although you seem to have put in a lot of work already, it may take some time to get over penalties. Before selling, consider:

To make sure there are no lingering problems, use tools such as Google Search Console to audit your website.
Rebuild authority: Emphasize quality backlinks and compelling, user-centered content.
Consult experts: An SEO specialist can spot issues that others may overlook.
Selling: If it is draining your resources, selling could allow you to build a new, penalty-free site with lessons learned.
New site: If the penalty is irreversible, starting over may be more effective. Maintain your niche knowledge.

If you are able to sell it start new one if not and the backlinks are very good still run the penalized one
