Should I Continue Adding Backlinks to Such Sites?

I would concentrate on posting backlinks on sites with high pagerank. Make sure the link is ********. If you is lucky to get a link on a PR9 site, then the effect of of that link could be the same as thousands of PR0 sites, if you are lucky enough to be discovered by google

Because I have multiple sites, I don't want to waste additional effort if <100 backlinks cannot bring it back to life.
I rather backlink to my sites that are at <Top 100.
