Should i consider site's spam score while creating backlinks?

A site has 37 Da score with 11% spam score
it is safe to create backlinks?
Just stating DA and spam score is not a sufficient information to make any reasonable conclusion.
1) First consider the placement position of your link on that website. Is it getting placed in an article? or may be in resource area or comment space or on forum thread etc etc etc.
If its in article surrounded by good content and it adds some value to the article, then go for it. In this case site metric doesn't matter. Such links are always good.

2) Is the site niche related. if yes then I would b more inclined towards getting that links. If no, then I would consider more factors and will take my decision after further consideration.

For a site, you should make less number of branded links, if not made its also best because the excessive branded links will affect anchor text ratio. Excessive number of branded links will increase spam score. To avoid this minimum of 10% should create backlinks for anchor texts only.
Can you provide any source of that information? Any source that can confirm the claim: Excessive number of branded links will increase spam score.

I personally recommend not to submit backlinks on any website which has a spam score more than 30%. Because I faced a lot of problems previously due to this.

If it has higher traffic, and will generate clicks to your backlinks, then go for it.

Mixed reviews on this question here. Spam score is evident on Moz and so on, but no idea if it will be detrimental to your website as there are many factors other than spam to deem a link a bad one.

I heard that google just ignores it and just gives you 0 equity for it?
