Should I buy SEO services or tools?

Looking at buying services on here for SEO, although also considering tools as I have access to VPSes.
Whatre your thoughts? I'm a beginner to SEO, and this is a new site

I mean like aside from the obvious "learn how to do it yourself", if you're strictly comparing services to tools, I think you should go for the services instead since it takes a bit of knowledge/experience to figure out how to properly use tools.

As far as on site SEO (as in optimisation through coding) I have learnt a lot by myself, but when it comes to off site currently have no knowledge. Do you have any recommended tutorials here? Or is it really a matter of reading as many as I can and learning as much as possible as opposed to a few specific techniques?
