Because it sounds like he's looking for a quicker way to start making money before college and since he already knows web design, that is probably the best option for him based on the scenario.

Making a CPA campaign profitable takes a lot of time, testing, and money (if he's using media buys, ppc, ppv, and so on). You're most likely going to lose money before you end up profiting, and based on what he said, he doesn't have much money to experiment with at this point.

But I do agree with you that eventually he will want to get away from using web design as his main source of income and branch out into other areas. If I were in that situation, I would use my design skills to get some seed money built up and invested into other more profitable projects.
