Should a pillar article target the main keyword?

I'm torn on what the best thing to do is. Using the example of Golf Clubs:

1. Best Golf Clubs is the pillar article. I think this would only make sense if the search volume for that term is high enough to warrant building additional, supporting articles. It would also only make sense in the context of the page for the supporting articles to be reviews of individual golf clubs too, which are linked to in the content.

2. Pillar article is the much broader term of Golf Clubs that you are unlikely to ever rank highly for. This page serves more as an overview of the topic, and you link to all the articles about golf clubs including the Best Golf Clubs article.

3. Pillar article is simply Golf, which you will never rank for. Best Golf Clubs is just one of many articles about golf. I suppose this can be considered as a normal category page that lists all articles in the category but with more content.
