I have a Shopify store for a genuine business that has been running for over 20 years...

We rank okay for certain keywords, but not as good as our competitors. All on-site SEO is fine now - we are just lacking on backlinks.

Is buying backlinks a legitimate White Hat way of boosting our rankings? Are the Backlinks for sale in the Marketplace suitable for building our rankings - without any penalties?

Any help is much appreciated!

There are all kinds of link sellers over here.

Better you spend sometime here and read through link sellers thread and go through reviews.

Finding good link seller here is like finding needle in haystack.

If you use wrong type of links, you will harm your 20 years business.

So proceed with caution.

I would recomend you build some tier 1 site with quality back link.

After that proceed with buying backlink to support this tier 1 website.

Best links I've purchased here are probably the niche edits from @MisterF

Always remember in general you get what you pay for.

Thanks for the mention.

OP, backlinks are safe if you use commons sense, so quality over quantity and relevant to your niche.
Don't screw up your anchors and avoid cheap, nasty junk that will cripple your site.

Thanks for the advice. I’ve started doing outreach to bloggers and news sources relevant to our niche.

I’ve also looked into buying expired domains with a solid backlink profile with a view to 301 redirecting to our site. Would you recommend that approach?
