Now onto the main thing, if you are joining a mainly paid traffic run network [ meaning most of the publishers are running paid traffic ] I wouldn't recommend doing incentive on those sites unless they're REALLY good! You'd be better off joining a network that is mainly focused on incentive offers, as those advertisers are willing to pay for incentivized traffic.

With that being said, i'd say that the problem most likely lies with you. The thing with these networks is that the advertisers scrub people by performance. That means that your EPC depends on how well your traffic converts for the advertiser on the backend [ those offers after they signed up and all ]. And with incentive traffic, that % is pretty low. The advertisers will then scrub you to a point of where they can make a profit/break even from your traffic. That's why sometimes you get someone who really did the offer but showed up no conversions. You're most likely getting scrubbed by the advertiser. If the advertiser is really really not getting anything off the traffic, the CPA network will just take you off the offer.

Hope that helps. Most of the Top CPA Networks will run this way. Sometimes when first starting off on the offer when the advertiser hasn't determined the quality of your traffic your EPC's will be skyrocketing, and then gradually will get lower or stay the same if your traffic is amazing. That's why Paid Traffic is good and a good landing page is critical for these CPA Networks.
