Just so you know, there is a difference between blackhat and illegal. Blackhat may refer to breaking google tos, or creating multiple accounts on a social media platform. All this are blackhat but not illegal.
So what do you mean by most "black hat" ? It's still gonna be legal else it's not black hat.

Blackhat refers to unethical practices used to achieve certain goals. But many blackhat tactics can also fall under illegal activities.
