Share proxy connection to another device

Is it possible to run a proxy on windows or ios/android device and share the proxy like a wifi hotspot and connect a second device on that hotspot. ?

Far as I know for Android, there's no conventional way to do that. If there are workarounds for it, I'm not privy to the methods. Might be a different case for iOS though.

setup you androd connection as proxy

Yes you can, but not in IOS. apart from that you can use in other devices.
