Share Info Site

Hi, i wanna make a site where peoples must share info to read another...
The idea is to make a community, and people have to share info, the info must be approved by the admin, and depends on the kind of the information they share they will have 1 day to 1 week of access to other information...
Which CMS i can use? is there any plugin to do this?

So it's like a wiki with a content contribution subscription system... Interesting. No plugins I am aware of, just get something custom created shouldn't be to difficult.
