Shady practice by competitor

Noticed a really shady behavior by a competitor, so wanted to share it to see if it happens often.

Direct linking affiliate link in google, so a lot of affiliates are competing for that sweet top spot with the same URL.
One competitor just showers everyone with impressions and 0 clicks, so the CTR% goes lower, quality score goes lower, and ad rank goes lower.

Usually I would get maybe max 5 impressions per hour, during peak hours. Average probably 1 - 2.

Started noticing that once per day, randomly I'd suddenly get 20+ impressions within minutes and after that my ad would no longer show.
Tried to turn off the countries and devices, but they do that in every T1 country on both mobile and desktop.
For example, just today got 130 impressions within 10 minutes from different countries and both mobile and desktop.
 
Can't you try to track his IP and put it on the exclusion list? If he uses proxies or vpn, you can put the whole range. That could lead to a suspension in rare cases, but for that amount you're in no danger.

I tried to do something similar in Bing some time ago, but unfortunately that barely helped, if all. New IPs every day.
Might give it a go with this one again.
 
It could be possible that 1 guy just run the same campaigns on multiple accounts.
 
It could be, yeah. Also the bot impressions have come from at least 3 different countries.

How could I track his IPs, when I only get impressions and no clicks from him?
Just noticed the keyword QS went from 10/10 to 7/10 from that ordeal yesterday.
