Shadowbanning in Google Ads?

I have several campaigns that are like shadowbanned: Everything is fine, no Suspicious/Circunsveting ads, it is not limited by anything, clocker and blacks ok, but zero traffic. The max cpc without limit, good budget...but it fails to impress anything, not even the whitespages.

Is there a shadowban on Google? Is there any way to know if everything is going well?
 
Please review the signature rules as your breaking all of them.
Switch to Maximize Clicks and run that until you start seeing Conversions, then switch it back. In my experience you need to feed the algorithm clicks and conversions so it can lesrn how to optimize toward your conversion goal.
 
In addition to what @sisilynora said, Google tends to "punish" exact match keywords, so consider switching to phrase and add some negatives.

Google can limit the visibility of your ads based on your previous campaigns. There's a category called 'sensitive content', if your account gets flagged under it, Google might restrict the performance of both old and new campaigns
