Shadowbanned - can I make new instagram without penalty?

I have 5 instagrams made and used on my phone, couple of them are shadowbanned. I'd like to make a personal one, all legit. Will I get any penalties on my new clean one if I make it and use it on the same device?

I thought you only get shadowbanned for spamming the same hashtags.
