Tried absolutely all ways of setting and nothing helps, there is a suspicion that TikTok checks the country in which you are and your wifi

I need a way that works on a large number of devices, not a US SIM card.

Us sim card with iphone works alright, though there are some tweaks that need to he done
 
Do I understand correctly that using different proxies and different devices will still result in blocking?
 
No suspicions on that. They most certainly do check your location and such. If you have a target audience that's not your own country, you're gonna need a relevant SIM, and mobile proxies (for residential IPs). Set those up before you make an account, you should be okay from there.
