Severing links

I've been able to manually remove a lot of old links to one of my websites, but there are still around 400+ links that are just extremely poor in quality.

If I take down the website for a couple days and Google picks up that the site is down, will that sever most of the links?

No, because the links will remain at the source, and as soon as your website comes back online the links will flow their (good or bad) 'link juice' again. If the links are to inner pages of your website, you could delete the inner pages, which would then make them dead links I suppose.

Exactly the same as an expired domain - the links are still 'there', they're just not doing anything in that gap between when the domain is dropped and when someone like me buys it for my blog network

U can remove unnatural links from google webmaster tool and Use Link Removal request.
its one time request, so carefully add all bad links and applied it !!
