Setup SMS betting service using premium numbers?

I need someone advanced to setup sms service for my local country.
Users should send sms on premium number and get betting tips for that day.

I think fortumo provide something like that.

Hi, We can do this by the following:

- Getting a premium SMS number, Which users send text to pay you and it capable of taking recurring subscriptions (e.g txtnation)
2- Getting a bulk sms marketing plan.
3- Build a system that grabs subscribers list from premium number service and as long as the number is on that list the system message him using the bulk sms marketing API the message you scheduled for the day.
