I have bought some domains with good backlinks and set up the 301 redirects. Is it "safe" to add these domains as a new property in my GSC account to monitor? Or, is this going to flag to Google that there is a common owner and see them de-rated in some way?

There is no problem to add them in GSC, even with the same gmail as your money site (after all with the 301 you are showing clearly that you own them) however what are you hoping to monitor? If you 301 them, there is nothing you can see in GSC, but the existing links..

Do you mean you want to set up 301 domains in GSC and re-index those pages with juicy backlinks and let google crawl again and find the redirect?
I'm no expert but I assume it is ok.
If you do worry about "same owner", just buy another gmail and add those domains in another gsc and do what you want

That's exactly what I did, but was wondering if it's a nugatory step (plus have to manage multiple gmail accounts)

Good point. Though I'm a relative newbie, I wanted to use GSC to:
1. check my backlink sites were still indexing properly
2. confirm the backlinks (have Semrush and AHrefs, but they don't always seem to align with GSC)
3. make it easier to link SEMRush and AHrefs and ownership
The driving force was using those tools, after a week or so, I'm still not seeing the 301 backlinks to the money site.

Their would be no problem , plus they would surely help your site rankings .
