Does anyone know the best way about setting up an affiliate program? I want paypal to accept payments. Do I need a script or software.

Budget is tight so any low cost or even free options are appreciated

I had this same question! I am now using the plugin called "WP Affiliate Platform" and I love it. It is a great plugin and its inexpensive. It has a lot of features.
