Setting up A website for SEO Buissness

So I am looking into finally starting my local seo buissness, although I want to mostly target South Florida, where I am from, I want to have the ability to cold call, email everyone in the USA, in case I don't get enough client in South florida. So should I just create a general website for everything, and not worry too much about seo in particular area, because I will be cold calling, or create different websites and try to rank them for that area. It seems more efficient to use cold calling, emailing to prospect people instead of SEO itself. What do you guys think?

Look at business in your local areas websites. If websiotes need work then pitch them why they could use your services.
