Setting up a streaming farm

Hi, I am looking for someone to setup a music streaming farm for me. It should be easily scalable without the help of someone who is technical. The goal will be to generate about 250,000 streams per song across Spotify, Apple Music and Tidal from a natural looking mix of free and premium accounts, within three years. I will add approximately 10 songs per month to the mix (hence the need to scale). It is absolutely crucial that the songs do not get taken down by the streaming service. All songs will be professionally produced and supported by ad/PR campaigns which will most likely generate the majority of the streams. The 250,000 streams per song within 3 years is just supposed to be an extra boost. I am looking for someone who can guide me through setting up such an operation at minimum monthly cost. I may be interested in having someone manage the whole operation for me, but depending on your rate, I doubt that's a viable option for me, hence my request here is for someone who simply helps and guides me with the setup and I will manage it myself once it is set up.
