OK 2nd ebay account going ok but I need to submit an ID to unlock it....how do I do this?

I came across that option before. It seems that you click on the option to unlock your limit of selling, then you'll have to provide your other seller ID.

So you could have 2 seller IDs linked to one eBay account? Hmmm didn't know that eBay has that feature.
