Service Locations

I'm building a couple websites right now for local contractors, and I've seen on a few other contractor's sites where multiple cities are listed with every one of their zipcodes on the bottom of every single page. I've prepared a similar table for my sites with cities and zip codes and if the Google gods will penalize me for either putting that content in the footer or toward the bottom of the page?
