I would suggest ahrefs but seen this site from the guy above and it's basically the same but free

Google webmaster can track your backlinks? I think it's not a good thing for blackhatter's

Do any of those work to keep control of backlinking Tiers? If I'm not wrong, Inspyder Backlink Monitor allows this and gives you a multilevel report. I don't know how well it works though, as I haven't tried it.

Use Open Site Explorer from where you can find the csv file of backlink from your competitor's website.Better use Backlink Monitor with that,will be very effective.

Another useful link is Open Link Profiler.
Google the name, since I can't post links
