Depends on what you want it to do and your target server environment... Windoze? linsux?

I've had apps developed in c++ to poison p2p networks with my "media" files..
I've had apps developed in php to do account creation on social sites..
I've developed apps in perl to do all kinds of things.

I'd go with php, and CRON jobs if you want your "program" (script) to be executed at set intervals instead of being called by a browser.

For server side, if it's non related to surfer content display, i would get it done in Java so it works on any platform. PHP is great at what it's great for, but if you want to do intensive process that may require multi threading i would for sure go with Java.

Depends on the platform and the use you want to make of it: For non-CPU-intensive code that is browser-called use ASP .NET for Windows or PHP for other platforms.

If it's non-CPU-intensive but you want it called independent of a browser (i.e. at a certain time) use PHP with CRON.

    Otherwise use Java.
