Based on my experience they actually do. I had some sites that were hosted on PH hosting companies and they did better with .com.ph than they did for google.com
That could be for a lot of other reasons, though.

while there are hundreds of other factors, generally the location helps. Again this is based on experience, the same reason explains why a .ca domain will not be doing as good as a .ph or .com.ph domain on google.com.ph

Generally it's worth hosting in the same country as the majority of your traffic. This will ensure better loading times for most users. But the power of the server and their direct connection are the biggest factors on speed.
The only difference I've experienced with rankings is setting the GEO in Google Webmaster tools. But I only do this on some KEY domains - as I don't want Google to know all my business obviously... ;-)
