SERP results always different

hi - hope you can help

I have a site thats at number 19 in the google serps - I have watched it rise from the 30's after a linck building camapaign -

but im a bit confused cos it always appears way down in my other machine - ( with a VPN server in new york - im in Europe ) --

I read its to do with being signed in but its teh same when im signed out - no 19

any way I read some seo guru say its to do with data centers and the algo know iing that you like thsi KW - but that sounds like bolocks - can someone give me a clear commons sense laymans answer -

also what is teh point of using a "exclamations " for exact seraches if non e evber searches with these - without them the serps are totally different -

The SERP's are different for every country and region.

ie. One of my sites ranks #1 in AUS but #9 in US

Usually you will find that competition is higher in the US than elsewhere and you will likely rank lower.

Exclamations shows us how many sites are 'really' competiting for that key word, that us use exactly that combination of words in that order on the page, broad shows how many pages have all or some of those words.
