My main businesses website has moved down to spot 2 on page 2 over the last year. Ive done a lot, and bought a lot of services to try and fix it. I have had customers tell me they found me in spot 1-3 on google for my main keywords, but Ive always dismissed this as being my adwords spot. I signed up for Serpfox and put in my keywords and its showing my main keyword in 3rd spot. Adwords are OFF, if it cant tell the difference. So how can I be sure where I show up, and why would I show up on page 2 when I search from both my computer and phone, but everyone else sees me in spot 3 page 1?
SERP not the same for me as anyone else?

There is no way to know your exact position, because there is no exact position already. Thats a thing of the past. All you can know now is approximates. Depending on tons of factors, G serves different results for different computers, browsers, geo locations, isps, nearest datacenters and etc.. and etc.. So, you can see difference of couple positions and thats absolutely normal.

Rank trackers and manual check always varies only few rank trackers will result the exact same position
