I just picked up a 5 year old partial EMD domain with a PR3 and dmoz listing for my photo business. Since it has all of the precvious attributes and I want to rank for 3 keywords, what would be the best way to start building links? Should I join a private network to get about 30 solid PR 3-5 links or should I build some Web 2.0 sites and scrapebox two tiers under that? What would you do if it were yours? The keywords are 10,000 local (combined) with moderate competition.

If you're talking about moderate competition at Google KW tool I guess you're totally clueless what this means.
If you really wanna know what's your competition you gotta use proper KW research. Just search for a sticky about KW research and you'll know what I'am talking about.

If this was a local business, I'd skip all the auto tools and tiers and promote it like a local business is supposed to be promoted, if it were mine.

I would personally get lot of unique content up on the site and focus on on-page seo before even thinking about linkbuilding. then I would start by making a very strong hand made tier 1 out of web 2.0 blogs, high pr wiki, PDF links, and some high PR social bookmarks.
then personally (this is just what I would do because I am impatient
) I would get some nice high PA/DA SAPE links directly to my site.
as tier 2 I would probably just do a couple of standard senuke campaigns and get a few thousand "Chinese" backlinks

If those are pure local search terms, then add it to local listing and do the citations. Also do the proper kw research by using the tools like traffic travis. Just start the linkbuilding with competitive less long tails and naked url's, once you website start showing on serp, then use the targetted keywords as anchors.

+1 on the citations although local search is so random for ranking factors I can never get consistent results...

Agree with the posts about local. You should easily be able to get at least 2 links on the first page of the SERP - you local listing and your Website. Concentrate on the local listing first. If the competition is fairly low and/or low quality a few decent backlinks to your site and really good on-site SEO should have you ranking quickly.

I have managed to rank local sites wouth citation..just purly from link building [and using tools]
Go for mix..buy some high PR links [or better get some high pr domains and build couple of sites yourself]..and add web2.0., bookmarks, directory and wiki links...along with tier2

I just bought 5 domains PR 4 and want to create my own private blog network. If anyone would care to guide me on how to do so without leaving footprints and suggestions on who to go with and how to setup hosting. I be willing to pay you for your insight.
