SERP Dancing - Going Up and Down

I am ranking a new page for my website. It is Page Rank 0 (MOZ). No links. I have created about 40 web 2.0 high pr about 3 weeks ago. and added social bookmarking and blog links to it making 2nd and third tier.

1st tier = Web 2.0 High Pr
2nd Tier = Web 2.0 Profiles
3rd Tier = Social bookmarking


My serp keeps going up and down. Right now i just went from position 32 to 79. I have no idea what is going on. Is it a penalty ? Is it typical google daning . I have submitted all of my backlinks also, 7 day drip feed. About 950 link . 50 tier1 links, 500 tier2 links, 400 social bookmarking tier 3.

Its been 2 weeks since i submitted for drip feeding backlinks. So link juice should have came and i shouldve seen some positive serp rises. What is wrong.
 
Fluctuations like this are normal. Keep doin what you're doin and eventually things will stabilize.
 
Like others said,

Your links are being processed and counted by google. Nothing is instant... usually a few weeks for everything to stabilize and get your final rank.

Google Dance is very real and happens all the time. It's a bit scary at first, but you learn to live with it.

New sites and pages with no existing rankings or new rankings and little in the way of an existing backlink profile are much more prone to this phenomenon than existing sites/pages with existing rank established and a backlink foundation.
 
Could be google dance. Will probably stabilize after a while.
 
I still have one question. Ive read online that after a link gets indexed it should give juice back to money site pretty fast. Like its been 2 weeks since some of my links have been indexed. However my rankings are not going down in the SERPs. Will really appreceite if somebody can enlighten. Basically backlinks are indexed (tier 1 + tier 2 + tier 3) all indexed still no juice or serp rise

Maybe backlink planted in tier 2 in the clear after the make.

Some googgle dance influenced also by webmasters who add links and articles on google.

Multiply your competitors, then you will change SERP

Have you checked if they are showing up in your webmaster tools links area the tier 1's. If so then the juice is flowing through.

You need to build better backlinks. Social bookmarking links are weak links. Blast your 2nd tier with GSA links and you'll get better results. You can also purchase PBN links direct to your site.
 
I have a website stated last October 2014, it still dancing up to this day. Some are #11, and jumps to #20 to #40 and back to 2nd page. I was wondering to do to make it stable in the 2nd page or so.. I did web 2.0 and blast them with GSA SER, I also do blog comments to the site and social shares. Anyone can give advice?
