This is most definitely not a "serious problem". You're probably getting your posts deleted because you're spamming low quality garbage like "Who knows 
" and "Justin bieber xD" and "Thanks, that's a good guide to use."
The 15 post rule exists for a reason. And if you ask me, because of users like you, it should be 50 posts at least.

Posts in the lounge do not count.
Short spammy posts to up post count routinely get deleted.
Once you reach the 15 post # it can take up to 2 - 3 hours for the system to allow you to PM.
