I'll be answering your question based on the way you should be building links anyway,
whenever it's web 2s or any other type of links,
Start by links pointing to the homepage,
preferably with brand, naked & generic anchors,
partials are okay as well, just don't spam and mix it,
make sure you have internal links pointing to your pages to pass link juice as well,
From there, give it some time & check where your keywords/pages are currently ranking,
Based on that, you can keep building links to the homepage or/and build links to specific pages,
That would depend on the keywords diffuculty as well & differences between your keywords, competitive keywords would need more links,
Example #1: You have a bunch of keywords with relatively the same diffuculty, and they rank at similar spots after linking to the homepage,
Then, keep pointing links to the homepage & mix it up with links to each of the pages
Example #2: You have a couple of more competitive keywords & a bunch of easy/easier keywords, easier keywords would rank relatively higher,
Then, you should add more links to the homepage as well as links to the competitive keywords pages, possibly a few to the easier keywords if needed,
It's all about the ratio & distribution of the links based on the diffuculty of the keywords & overall diffuculty of the niche,
And ofc, a/b testing with the links to check the actual impact and keyword diffuclty as you're starting based on estimations,
Don't except much from the web 2s, they're not as good as they used to be,
Possibly could be used for relatively easy keywords/niches or/and if you can't invest in decent links
