do i need to buy separate hosting package for 301 redirect expired domain?
No, you can do a 301 redirect directly from your domain provider
Not all domain providers allow you to do a whole domain redirection, for example name.com doesn’t allow you to 301 redirect some urls

Even contacted support and said it’s not possible so you better contact your domain provider before purchasing
No, all domain providers have this option or you can simply add a htaccess file to the domain

from my experience no you can do it from your hosting account or even through your registrar with the forwarding option etc
