Separate GBP profile for separate location?

Hello mates!
I am working for a client who has a GBP profile for a tours in 2-3 cities.
80% of their tours are in one city where there headquarter is so they have set up GBP there. They also only have 1 website.

Now, they are starting a tour in another city. Should I keep that tour also on main site and keep it in same GBP profile?
Or should I create a separate GBP profile for that city. And should I create a separate website too?

What's the best way to go about it?

The activity they want to add is a small tour activity like cable car. Would it be better to add it as generic tour activity on google maps like tour attraction?

What's the best way to go about it?
There are multiple strategies depending on many factors. What is the client's future expansion plans? Do they have a good brand? Is there a possibility in the future to expand to even more cities? What happens if you keep things separately whe/if the client will expand to, let's say 20 cities? How will they manage that if they split everything?

I, for one, would keep things together/unified. I would focus my marketing strategy on building a strong, single brand that offers services in multiple cities because it will scale better in the future.

Regarding website, i would make separate landing pages focused on each city and service.

Why do you think this is the best approach here? How is this in any way scalable? Why not focus on an unified solution, building brand awareness, authority, content, engagement, ctr etc. that will also tick google's checkboxes if done right (for all the services/cities)? Why split the effort and work multiple times?
