How could a seoclerk guest post harm my site? I was told my link with anchor text would be on the side bar and its PA/DA is 40+.

The permanent link would be do-follow.

Is the link better on the sidebar or in an article?

Of course it could. Anything is possible. It also could help you. Depends on quality and your own site.

I prefer in an article, but if done right either is considered acceptable.
 
Besides DA/PA, what sort of things should I keep an eye on?
 
Contextual link in an article, of course.

Seoclerk can harm you if the provider is sloppy and leaves footprints and gives away your ID.
 
Look for TF (Majestic). If you are also capable, check out if the site is still indexed and backlink history (ahrefs)
 
TF means Trust Flow. It's a metrics used by majestic.com ! It's only one "piece" of the puzzle as I would also suggest you to check the backlink history.
 
I know what TF is. I was talking about what TF it needs like 6, 9, 12, 15, 20 etc
 
There's no secret number. It really depends on the niche, the competition etc. As I said.. it's part of the equation, not all of it.
