SEO: which would you prioritze first?

Assuming all your pages are indexed on google and can be found ranking #10 for some keywords, would your prioritize

1. CTR - meaning, getting Bots to click on your links on the search results page
or
2. Backlinks to those inner pages?

Ctr manipulation don't work, at least it can't get you higher rankings, few members here did test here if i remembercorrectly, that leaves you with option 2.
 
Ctr works for top 3 results. Primary focused should be links and content.
 
okay, i feel like.. once you've reached your rank limits with backlinks, it feels like CTR manipulation is the way to break through your limits? is this somewhat accurate?
 
Maybe Im wrong when it comes to ask this, but how accurate is CTR nowadays? having into consideration title and metatitles. I meant sometime google chose the metas for itself, so in that case how CTR can be a metric to have into account?

my take is, imo, once your pages are indexed by google, it would spontaneously rotate/spin/ your pages on top of the search results along with the other websites and get data off of that. It compares it with the other sites. Then it ranks it based on that. Then if your page can maintain its CTR throughout time, then your goes up?
