Having said that I decided against it. It just feel to scammy and the reviews were bad and it's too expensive. And no option to pay via paypal.

There’s no such thing. I dunno who came up with such phrases, probably some hosting seller. Any vps with a good ip (i.e. not blacklisted/spammed) and acceptable amount of server resources works just fine. Even if you had a blacklisted ip, you could still make it work using cloudflare as a proxy, and thereby hiding the original ip of the server.
